CWSC publishes Blue Paper revealing the shortcomings of COVID-19 water shutoff moratoriums

In this Blue Paper, The Center for Water Security and Cooperation discusses the shortcomings of statewide moratoriums on water shutoffs adopted in response to the COVID-19 pandemic.
Thirteen states and the District of Columbia adopted statewide moratoriums prohibiting public and investor-owned utilities from shutting off water during the pandemic. While this prohibition takes a critical step in ensuring access to water during the public health emergency, all statewide moratoriums fall short of providing access to water for all.
